If someone actually answers, they simply hang up. Try it, it's awesome. They'll send you a letter saying you owe them money, but it doesn't have any actual information on what that pertains to. When you call them, the phone simply rings and rings until someone picks up, says nothing and simply hangs up. You can call the toll free or the local number, both will just end up with a hang up. Also, their website looks like it was made in 1995 and never changed. I don't know why I owe them, I can't figure it out - and I simply just don't care anymore. I called them 5 times and wasted an hour trying to get a hold of someone.
