Individual by the name of Rafael contacted me via my mobile phone requesting that I give him a number for my adult son who lives out of state. He would not explain who he was other than a mumbled "FBCS financial services". Under federal privacy law (1976), unless I have "SPECIFIC Permissions" to release that information from the individual it pertains to, I can not do so. The federal penalty is 10 years, or $10,000, or both.... per instance. I kept advising this individual of that information and he became increasingly belligerent demanding the information. I then asked for his specific location from where he was calling from since the number that showed was a local number. This angered him quite a bit and he refused to give up that information. When I offered to pass his request to my son to have him contact them directly pertaining to some UNKNOWN debt, I was put on repeated hold for over 15 minutes, thus eating up my cell time. Beware this agency. IT IS NOT A FEDERAL Agency. It is a private one that works under vague information to persuade callers to give up personal information without the knowledge they are breaking the law. This agency needs to be shut down. They are located in Hatboro Penn. Beware of them.

FBCS is an Accounts Receivable Management (ARM) industry leader, and are active participants of ACA International, the Healthcare Financial Management Association, and American Association of Healthcare Administrative Management. Basically a collections agency.
