Not a good option for foreign students. Basic account cannot be closed without returning to a local bank location or by sending a US notarized letter (no details provided). Bank confirmed that billing of $15/mo for account will continue and credit rating will be impacted if account is left open after no balance. Also, the bank does not provide notification of repeated fraudulent overdraft debits, resulting in repeated overdraft fees (5 times within a few days at $35/each for what the other bank claims was a single transaction).

Its honest the best way to go if you're a UConn student. If your bank isn't on campus you have two options, Bank of America, which is practically off campus, and People's United Bank, which is right next to the book store. Its literally the best luxury when you can deposit a check or take out money on your way to class. Also if you're 17 like me, all you have to do is show you UConn ID and they'll let you open an account. My friends have to drive to the bank. I walk.
